History

The Department of Rural Socioeconomic Studies (DESER) is a non-governmental organization founded in July of 1988 by several rural workers' unions, rural grassroots movements, farmers' associations, church related ministries, and consultantship entities of the three states of the Southern region of Brazil. Thus DESER was born as the result of a demand of the different rural social organizations, and from the very start it tried to contribute to the work of those movements and entities, developing the systematization of data, the construction and diffusion of analyses and studies, and the production of research and consultantship that foster the implementation of policies that improve the conditions of life and work of the family farmers of the region.

In the beginning the activities of DESER were focused more on the subjects related to the agricultural policies, but in the process of structuring and enlarging its activities, DESER started to incorporate a variety of areas of work, related directly to the invigoration of family farming and to the construction of a project of sustainable development with solidarity.

During its history DESER has tried to accomplish with the role of producing analyses on family farming, of justifying the family farmers' claims, and of qualifying managers and leaders of the organizations, in order to improve their political intervention. In addition, DESER is an entity that tries to enlarge the spaces of democratization of the civil society and the state, formulating and proposing guidelines for government action towards the invigoration of family farming aimed at a project of sustainable development.

As a result of this work, DESER has been recognized as a reference entity on the themes of the family farming, even being legitimated before government institutions, universities and international organisms.

Traverse themes

The traverse characteristics of the themes of gender, generation gap and cultural diversity are permanently considered, and its focus is to stimulate the equality of opportunities and to guarantee differences and diversity.

Target group

The priority of the action of DESER is family farming, mediated by its representative organizations and support entities.

Mission

DESER is an entity formed by the organizations of family farming, and through the systematization of information, the implementation of researches and studies, the construction of proposals and policies, and the consultantship to the organizations, movements, entities, and institutions linked with family farming it has the strategic mission to contribute to the construction and implementation of an alternative project of sustainable development with solidarity, based on a local and regional perspective, and constructed upon the invigoration of family farming and its organizations.

Area of activity

The priority of intervention of DESER in the Southern region and in the spaces distinguished by the presence of the organizations related to the South Front of Family Farming is necessarily connected with the dynamic intervention at national level and occasionally in other regions of the country.

Structure of Work

The work of DESER is structured into two basic sections:

• The Technical Section , that gathers the goal activities of DESER: governmental policies for family farming, family farming and socioeconomic dynamics, social relationships in family farming, regional development and family farming, political organization of family farming, and institutional development.

• The Section of Support , where the intermediate activities are located: communication, library, dada processing, financial administration and executive office.

In the technical field, there are dynamics of work with common activities that involve practically all the programs.

• Organization of Databases: systematization of a great number of information, from own or secondary sources, that serve as basis for the analyses.

• Studies, Researches and Elaboration: development of studies and researches in the construction of global analyses or on specific themes.

• Consultantship: participation in activities of the organizations of family farming (courses, seminars, encounters, meetings, debates), where the studies or the accumulated knowledge are socialized.

• Communication/Democratization of Information: the activities performed in DESER, the proposals of debates, the results of studies and researches are published through periodical publications (Bulletin of DESER) and supplements (series of studies and reports of researches), as well as through the site in the internet.

 

Work Programs

PROGRAM 1: GOVERNMENTAL POLICIES

The goal is to contribute to the construction, improvement, follow up, evaluation, and popularization of governmental policies on family farming in Brazil. Its presupposition is the consolidation of the democratization of the state, as well as the social control over these policies by its beneficiaries and their organizations.

1. Rural credits – to follow up and improve the policies of rural credits, seeking to expand the access of its beneficiaries to the allocated public resources.

2. Technical support – to contribute to the construction of new policies of Technical Assistance and Rural Extension in Brazil.

3. Credits for the purchase of land – to follow up and improve the policies of credits for the purchase of land, seeking to expand the access of its beneficiaries, mainly the youth, to the allocated governmental resources.

4. Social administration – to contribute to the formulation of proposals of control and social administration of governmental policies.

5. Regional development – to follow up and evaluate governmental policies (both at the federal and the state level) aimed at fostering regional development.

6. Social security – to follow up and improve the policies of social security, particularly the one of social welfare, seeking to warrant and expand the access of its beneficiaries.

7. Cooperatives – to contribute to the construction and follow up of governmental policies for the invigoration of credit cooperatives with solidarity interaction, as well as to follow up and contribute to the process of discussion of a new legislation on cooperatives.

PROGRAM 2: SYSTEMS AND NETWORKS

Its goal is to contribute to the consolidation of the existing systems and networks in the Southern region, on its several levels. The follow up by DESER, in this program, will be permanent at the Southern Forum for Milk (Coorlac, Sisclaf and Ascooper), at the FETRAF-SUL/CUT, at the CRE$OL System, and at the network Agroecologia Ecovida.

PROGRAM 3: FAMILY PRODUCTION, MARKET AND SUSTAINABILITY

Its goal is to contribute to the construction of theoretical and methodological references capable of fostering the restructuring of the productive systems in family farming – from production to consumption – with the perspective of sustainability.

In this program the emphasis of the work will be given to the following projects:

1. Net of references on systems of production in family farming – to generate references on development of the production systems, aiming at the invigoration of the analyses and propositions to organize the market made by DESER, starting with the invigoration of the social capital of the networks and systems of family farming.

2. Chains of production, systemic analysis and market prospects – to develop the permanent analysis, supervision and prospects of market, starting from a systemic blueprint that is capable of integrating the different chains of production.

3. Supervision of international commercial negotiations – to analyze the impacts of the processes of international negotiations under the perspective of family farming, based on propositions that assure a sustainable rural development.

4. Study of the invigoration blueprints of regional agroecological development – to build up references of regional development (methodology), starting with agroecological blueprints of the networks and systems of family farming, for the construction of governmental policies.

PROGRAM 4: INSTITUTIONAL DEVELOPMENT

Its goal is to promote the organizational and institutional improvement of DESER, aiming at the invigoration of its contribution for the construction of the tools that will assure the amelioration of the work.

In this program are located the following areas: planning, supervision and evaluation, sustainability, communication, administration of data, chairing, institutional relationships, financial administration, administration of human resources.
